Bill Garcia is a retired Army Colonel and a USMA, West Point graduate, class of 1959 with an active Army career that included tours in Korea and Vietnam and a tour teaching physics at West Point.  On resigning his active duty commission, he joined the Army Reserves and worked for Bechtel Corp. in San Francisco, retiring from both.   He earned a PhD in civil engineering from UC Berkeley and is active in the West Point admissions program, helping high school students apply to the Academy.  He also volunteers as docent at the UC Botanical Garden.   He and his wife, Kathy, grew up in New York and now live in Oakland, California.
